Btw, welcome to the online SEO community and I really like the look of your site. In my opinion you are a bit off on a couple of your points.
1. Do not submit your website if you haven’t optimized it
Good idea!
2. Only submit your website to related search engines and directories
You really don't have to submit your site to search engines at all because once you have a backlink or two they will find you. One of the marks of a bad SEO firm is one that will offer you x amount of search engine submissions for x amount of dollars. Really most of you will get 85%-90% of your traffic from Google and the rest from Yahoo! and Bing.
3. Do not submit your site too often
See number 2 but this is good advice if you want to get into DMOZ directory, submit once and then grow old waiting, if you submit multiple times you will likely never get in.
4. Only submit your index page
I disagree, when submitting to directories it can be good to build links to some of your important inner pages. If the directory allows it, then take advantage of the opportunity.
5. Do not submit redirection
Not sure what you mean about submitting a redirection but I assume you mean a page that redirects?

good tips but one thing that i think your forgetting is that not a lot of people who want to pay for seo know what to look for. specifically, they don't know how to spot fake seo claims and whether a company or not actually is deserving because they offer a lot of hot air.
the tips that you provide are great theres no doubt about that. i appreciate that by spending time on each website and getting it ready before promotion you can actually get a lot back from it. the trouble is not a lot of people are educated about this and this is where they first go wrong in my opinion. i've had a few people ask for help but just one look at their site when i was going to help them out for free was going to take way too much of my time.

This is really a good tips but mostly when i searches for related blogs for getting backlinks so always i got no follow blogs please let me know that how can i searches my related site where i can submit my web site link.thanks
